Adds the Russian (`ru`) locale guideline for the translation agent skill.
Every supported locale except Russian has a guideline file under
`.agents/skills/airflow-translations/locales/`. `ru.md` was the only one
missing, and `ru` was absent from the guideline tables in both `SKILL.md` and
the i18n `README.md`.
The glossary, register and plural rules are derived from the existing `ru`
locale files rather than chosen fresh, so the guidance matches the
translations
already in the repository:
- **Register:** formal `Вы`, as used throughout the locale. No informal `ты`
occurs anywhere in it.
- **Glossary:** 26 terms, each checked to actually occur in
`airflow-core/src/airflow/ui/public/i18n/locales/ru/`.
- **Terms kept in English:** `Dag`, `XCom`, `Backfill`, `ID`, `JSON`, `API`,
`SDK` — matching current usage, including the hyphenated declension
`Запуск Dag-а`.
- **Plural forms:** the four Russian forms. The `_other` convention is
described as it actually stands rather than prescribed — most entries
repeat
the `_many` form, while a few use the genitive singular that a fraction
requires (`1,5 пула`). The file points that question at the translation
owners instead of settling it.
Two things noticed while reading the locale, deliberately left out of this
PR:
1. `admin.pools.pool_many` and `pool_other` are both `"Пул"`; Russian wants
`"Пулов"` for 5+ and for the general plural.
2. The locale currently covers about 82% of the English key set (1078 of 1316
expected keys), below the 90% completeness threshold in the i18n policy.
