@potiuk @kaxil another potential reason to cherry pick this one is that it
seems pymssql cannot be installed on python 3.8... this PR provides a path to
install airflow with MS SQL Server support on python 3.8 (now the default
version with ubuntu 20.04 LTS), without having to install pymssql
