**Description** Automatically release only backport packages that have not changed. **Use case / motivation** Currently, you either release selected or all backport packages that changed by the selection does not work as intended - it is based on lack of commits since last release, but the mechanism of backport package releases introduces one more commit (With the actual release) in all the packages - containing update to the README files.
