Or they simply do not know how to build it because there are no instructions on how to do it. That is the whole thing I am debating about when I said "Again to reiterate, I don't have any objection on what we are doing with sources but I don't think it is mandatory if the sources are public with correct licenses" (this was in an edit in the last comment 1 min before you posted so you might have not seen it). You say binary in your argument while I am saying "the source is available" although not under ASF.
