FWIW I have the same configuration, using a pool with the LocalExecutor 
produces the behavior you describe.  In my case an additional side effect is 
that the backfill loop won't ever actually end despite all tasks being 
completed successfully.  In addition, the queue for the pool is totally 
ignored, but I imagine that is more or less expected.
