The information in the CONTRIBUTING.md file is not consistent with this

https://cwiki.apache.org/confluence/display/AIRFLOW/Contributors%27+Guide] in
regards to the expectations of pull requests.
The plan is to:
a) add that confluence link into the CONTRIBUTING.md file
b) move the information from the Confluence page to CONTRIBUTING.md since it
seems that more people rely on the information in that file than what's
contained on Confluence.
