When creating Dataproc clusters from the gcloud CLI, there's a {{--scopes}}
flag to specify service-account scopes such as {{sql-admin}} but there's no
such plumbing currently in DataprocClusterCreateOperator. There should be an
optional list of scopes to pass through to
{{cluster.config.gcsClusterConfig.serviceAccountScopes}} on cluster creation.
