AIRFLOW-966 introduced a non-ascii character 
(http://unicode.org/cldr/utility/character.jsp?a=2019) in default_airflow.cfg 
file that blocks Airflow from running when there is no prior configuration (or 
the configuration is generated from environment variables for example).
