Links to Pythonhosted are all broken. We can do 1 of the 2 things to resolve it:
# Change the all the links to readthedocs
([latest|http://airflow.readthedocs.io/en/latest/] /
[stable|http://airflow.readthedocs.io/en/v1-9-stable/])?
# Can someone who has access to PyPI create the docs?
# Replace link to http://airflow.incubator.apache.org/
