[AIRFLOW-2472] Implement MySqlHook.bulk_dump
Implement MySqlHook.bulk_dump since the opposite
operation bulk_load is already implemented.
This PR also addresses some flake8 warnings.
Closes #3385 from sekikn/AIRFLOW-2472
