There are two operators:
* GceInstanceTemplateCopy - existing template is copied with some
changes specified
* GceInstanceGroupManagerUpdateVersion - template is replaced in
the instance group manager with patch method

this extremely good reason:
tests.contrib.operators.test_gcp_compute_operator.
