SPOI-5728: Update Malhar with changes made by Ingestion app to Malhar

FileReaderUtils is going to be used by FileSplitter (The pull request yet
to be raised).
The use case is:
We want to handle upper/lower case scheme input for FileSplitter input.
You can merge this pull request into a Git repository by running:
