chore(dev/release): Update documentation for post-release tasks (#498)
We're now in WrapDB, so we need to remember to do that! Also, some of
the pre-release tasks weren't properly enumerated, and the links in the
announcement could be improved (e.g., it should be linking to the
official documentation and the release blog post).
