Use repo1.maven.org not apache.jfrog.io in the install page (#637)
Fixes GH-636
We use https://repo1.maven.org/maven2/org/apache/arrow/ not
https://apache.jfrog.io/artifactory/arrow/ for APT/Yum repositories.

All contents are already copied to
https://repo1.maven.org/maven2/org/apache/arrow/ . So we can use it
before we release 20.0.0.
