    ### Rationale for this change
    
    `integration_hiveserver2.sh` used `ci/scripts/util_wait_for_it.sh`
    `integration_hiveserver2.sh` was removed in the 
207d328565b65b2c916ec17bc57f29b0c6fc8e8f
    
    No file use `ci/scripts/util_wait_for_it.sh`.
    
    ### What changes are included in this PR?
    
    Remove  the `ci/scripts/util_wait_for_it.sh` file and LICENSE Message.
    
    ### Are these changes tested?
    
    Yes.
    
    ### Are there any user-facing changes?
    
    No.
