GH-50820: [CI][Dev] Bump ShellCheck to v0.11.0 and simplify pre-commit file
patterns for the ci directory (#50821)
### Rationale for this change
This is the sub issue #44748.
* Now that all `ci/*.sh` files pass ShellCheck, simplify the pre-commit
file pattern.
* Bump ShellCheck to v0.11.0
