GH-47472: [Doc] List third-party implementations (#51390)
### Rationale for this change
We only list the official Arrow implementations in our docs though there
are a number of third-party open source implementations existing.
### What changes are included in this PR?
- Third-party open source implementations are added to the docs,
- `nanoarrow` is moved under the _Official Implementations_ list.
### Are these changes tested?
Via docs preview.
### Are there any user-facing changes?
No.
