GH-1343: [CI] Bump develocity-maven-extension to 2.6.0 for Maven 3.10
compatibility (#1344)
## What's Changed
Bump `com.gradle:develocity-maven-extension` from 2.5.0 to 2.6.0 in
`.mvn/extensions.xml`. 2.5.0 fails at project load on Maven 3.10.0 (the
version now on the GitHub runner images) with a Guice
`NullInjectedIntoNonNullable` error, which breaks the `Binaries` job in
`rc.yml`. 2.6.0 loads on both Maven 3.9.x and 3.10.0.
Verified locally: `mvn -N validate` passes on Maven 3.9.12 and 3.10.0
(JDK 25 and 17), and `mvn -DskipTests clean verify` passes on Maven
3.10.0 on JDK 25 and 17. The full `Binaries` job (JNI profiles,
`apache-release`, `site`) and build scan publishing could not be run
locally.
Closes #1343.
