    ### Rationale for this change
    
    `debuild` doesn't add OpenTelemetry dependencies to `libarrow.so.XXX` 
automatically because OpenTelemetry package on Debian doesn't have SO version.
    
    ### What changes are included in this PR?
    
    Add `opentelemetry-cpp` dependency explicitly.
