Fix CI setup after Ubuntu 26.04 runner migration (#614)
The Ubuntu 26.04 runner migration prevents Julia 1.9.4 from starting in
the four minimum-version Linux test jobs and leaves the documentation
job without a Julia executable. Main's failed run is
https://github.com/apache/arrow-julia/actions/runs/40544841489.
Run only the minimum-version Linux combinations on Ubuntu 24.04, where
Julia 1.9's bundled libopenlibm can load, and explicitly install the
latest stable Julia before building documentation. Keep all 32 test
combinations and continue using ubuntu-latest for newer Julia versions.
Job names show the actual runner selected.
Validation:
- [Pull-request
CI](https://github.com/apache/arrow-julia/actions/runs/40555343760) and
[branch
CI](https://github.com/apache/arrow-julia/actions/runs/40555328498) each
pass all 38 jobs: 76 passing checks in total. This includes both
documentation builds, all minimum-version Linux tests on one and two
threads, newer Julia tests, and release verification on Linux and macOS.
- Actionlint and git diff --check pass.
- Matrix expansion retains 32 combinations and selects Ubuntu 24.04 for
exactly the four minimum-version Linux combinations.
- The documentation builds locally on Julia 1.12.6. Deployment was
skipped by Documenter outside CI.
