GH-55364: [CI][Release] Stop hardcoding PyArrow site-packages installation
path on Windows verification (#55365)
### Rationale for this change
The Windows verification path failed on Windows wheels because it could not
find pyarrow on the specified path for 3.15.
### What changes are included in this PR?
Stop hardcoding the path where pyarrow is expected to be.
