Cherrypick BigQueryIO fixups from #1400 and #1651
These were discussed on the Beam mailing list as things we would
cherry-pick into a 0.4.0-incubating RC4 or a 0.4.1-incubating release. Since
we're cutting 0.4.0 anew, let's get these in.
