Not quite -- the notification is currently sent when the build recovers too.
I think your proposal is changing the plugin used to take care of
notifications. That's not bad -- it is probably more powerful than the one we
currently have, but other random side effects are possible too. From my
perspective, it is totally fine to try this out, and see what happens. Easy to
revert back in the unlikely case it worsens something else.
