[BEAM-1313] Use a temp directory for requirements cache in
test_with_requirements_file
The test fails in jenkins when there are leftover files in the default
folder
for the requirements cache either from earlier tests, or from the previous
workspaces.
You can merge this pull request into a Git repository by running:
