Add some additional matchers and Override Factories to
runners-core-construction
These are going to be used within the `DataflowRunner`

Add PTransformMatchers#emptyFlatten
This matches a Flatten that consumes no inputs. It can be replaced
(approximately) with Create.empty(), as it will never produce output.

This matcher matches a ParDo where the contained DoFn matches a provided
type.

This factory throws with a specified message for all of its methods.
