PaneInfo provides information about the pane an element belongs to. It is
already available in the Java SDK here,
https://github.com/apache/beam/blob/master/sdks/java/core/src/main/java/org/apache/beam/sdk/transforms/windowing/PaneInfo.java
and needs to be added to the Python SDK.
