It seems like a real error to set a timer for a time after the window will be
expired. I'd like to keep it an exception. But for a user who wants to align
(round up) but then cut off at the end of the window, we could provide a simple
utility to take min(time to set, end of window). I considered just silently
cutting it off, but I don't think that is as usable.
