1. {{ReduceFnRunner}} should be ported to metrics ASAP.
2. The use in {{PAssert}} has a couple of purposes which I am OK to give up.
Mostly it makes sure _something_ ran. Since {{TestPipeline}} ensures that the
pipeline runs, either {{PAssert}} or {{TestSparkRunner}} would have to have a
catastrophic bug, I think. And {{PAssert}} is now much more clear. So we don't
need to check that for every assertion.
