Right now, the {{DataflowRunner}} will automatically determine the specific URI
of the container to be used fully automatically or completely user-dependent,
based on whether the user overrides the {{--workerHarnessContainerImage}} flag.
There's a third mode that would be nice: user sets the general URL and version
of the container, but the runner itself chooses the image type. A simple
refactoring will enable this to work.
