[~wikier] I believe adding the `pom.xml` in `package_data` would not work.
Because `sdist` will only package things that are under `apache_beam` folder.
Even if we manage it through maven (by copying) installed package will not find
the `pom.xml` where it should be. (It will be installed inside `apache_beam`
folder instead of its parent.
