I'm not working on it - this mainly consists of adding backoff into
{{ExecutorServiceParallelExecutor.MonitorRunnable#run()}}, where if it tried to
add work and none was available it should back off; part of this comes out of
being quiescent, and not having any more work the next time the sources
complete.
