[BEAM-2021] Re-add AtomicCoder

Make Coder an abstract class instead of an interface.
Update CustomCoder parent to Coder. Move most StandardCoder
behavior (not Component-Coder related) to Coder.
Parent all existing coders within the SDK which are AtomicCoders to
AtomicCoder, and those that are StructuredCoders but marked as a
CustomCoder to StructuredCoder.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/tgroh/beam split_coder_hierarchy
