    Remove kafka reviewers label (#40464)
    
    This label mostly contains people who are less active in the project and 
I've noticed the reviewers unassigning themselves. We can just make this part 
of the Java review set
    
    Also adding myself to the Java set since this is a heavy area and we could 
use more reviewers
