Install fails with

java.io.FileNotFoundException: 
F:\jenkins\jenkins-slave\workspace\beam_PostCommit_Java_MavenInstall_Windows\sdks\common\runner-api\target\protoc-plugins\protoc-3.2.0-windows-x86_64.exe
 (The process cannot access the file because it is being used by another 
process)
