[BEAM-2861] Fix tests which fail with google credential

A workaround way to fix tests in `utils_test.py` which fail if GCP
dependencies are installed but no GOOGLE_APPLICATION_CREDENTIAL.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/markflyhigh/incubator-beam fix-unit-test
