[BEAM-3142] Apply futurize on gen_protos
Python 3 removes relative import support, we can apply futurize on the
generated protos to fix the imports. It's less than ideal, but it works.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/holdenk/beam BEAM-3142-fix-proto-gen-for-py3
Alternatively you can review and apply these changes as the patch at:
https://github.com/apache/beam/pull/4077.patch
