[BEAM-3060] TextIOIT: DataFlow and PerfKit profiles + big hash
This PR adds Maven profiles for DataFlow runner and PerfKit to
`file-based-io-tests`
Additionally hash for large dataset is added and doc for `TextIOIT` is
fixed.
