[BEAM-2885] Maintain In-flight preparation requests

Add a struct to maintain things that a job that is being prepared (but
has not been run) needs to maintain.
Launch an ArtifactStagerService on local prepare job requests.
Add a basic test that stages some files.
Move InProcessServerFactory to the real Fn Execution jar
