The external hook is for replacing the external payload at some point during
the translation to the model pipeline, for use in cross-language expansions for
example. That's why it wasn't added: it shouldn't exist in the final pipeline.
But I can see that a multi-pass translation would find the current panic too
inconvenient. On the other hand, I'd like to avoid introducing a URN for
external.
