The problem turned to be linked with the DirectRunner. The DirectRunner always
produces bundles of size one after a grouping operation (in this case the
CountWords operation). When running the same pipeline on the DataflowRunner,
batches of up to 1,000 elements (or any other batch size that is specified)
will be generated.
