   Just to understand that your saying that that you will use ParDoPayload for 
the pipeline submitted to a runner and then it will perform translation where 
it can produces this SplittableProcessKeyed function. Do you expect to turn 
this SplittableProcessKeyed back into a ParDoPayload for use when executing or 
do you expect that all SDKs will understand SplittableProcessKeyed?
