I think this Jira is misformulated. We need a Jira for a Python shim for
submitting to an arbitrary JobService; "ULR" as I understand it is that plus an
implementation of a local JobService.
Let's repurpose the current Jira to be strictly about the shim for submitting
to an arbitrary JobService, without calling it ULR.
