Closing this one because only a serialized version of the PipelineOptions is 
needed to instanciate a MetricsPusher in the language used by the runner. 
PipelineOptions is already serializable in json. So there is nothing to do 
except sharing the name (which is received in the pipelineOptions) of the 
available sinks for all the runners. But this isĀ in the scope of the runner 
specific tickets.
