Now that https://github.com/apache/beam/pull/5464 is merged, we can merge
the PostCommit groovy scripts. @kennknowles @lgajowy can you please take
another look?
Besides, before the current PR is merged, how can we test jenkins PostCommit
scripts? I guess they, and the triggering phrases, are not yet available.
