We made a good progress in recent days:
- migrate build_rules script to buildSrc plugin. merged
[PR5683|https://github.com/apache/beam/pull/5683] and
[PR5730|https://github.com/apache/beam/pull/5730].
- allow people specify repositores for build scripts by providing extra
property "extraMavenUrls". merged
[PR5728|https://github.com/apache/beam/pull/5728].
