Over the last few weeks, we have had a number of individuals report that
pre-commits aren't automatically running for their pull request ([recent thread
here](https://lists.apache.org/thread.html/4359dff63e9c5821b7e24c4a5c21bf3be17ca4327066750b09a7791c@%3Cdev.beam.apache.org%3E)).
It seems that the triggering often gets delayed, sometimes up to 10-30mins, and
this makes it seem like it's totally broken.
This seems like a problem with the Jenkins master server which is responsible
for the [ghprb](https://github.com/janinko/ghprb) integration. Jenkins is owned
by Apache INFRA, and we don't have sufficient access to investigate ourselves.
