Yes, this should be fixed now. The current version of the Tornadoes test
doesn't exercise NUMERIC, but the unit tests now use the proper Avro encoding
(BYTES+DECIMAL) in correspondence with NUMERIC to verify that BigQueryIO is
able to read those values.
