Job submission for the portable Flink runner is broken with 1.5.0 client
running against 1.5.1 cluster. The rest client is trying to find a blob server
that does not (any longer) exist. The client side code was removed in 1.5.1
client (whoo-hoo, Flink release patch compatibility anyone?). After upgrade the
job submission is successful (don't forget to run ./gradlew
:beam-runners-flink_2.11-job-server:clean first).
