1. I added clarification that setup is for testing Job DSL only as of now.
2. We already have jupyter notebooks in .test-infra, so I believe adding one
more tool into .test-infoa should be ok for now. If we get more of tools coming
here, we can allocate separate folder for those.
3. I feel your pain, but I don't believe it is worth going in that direction
as of now. I know that there was an idea to create [dockerized Jenkins worker
for Beam build
jobs](https://lists.apache.org/thread.html/f0f86cdafe6c1f3d0dd1239830c5e28fa3ca02bbe574410dd438586e@%3Cdev.beam.apache.org%3E).
I believe we should let that happen and then utilize the setup in local
jenkins instance. Also this brings the point that we should not utilize Apache
credentials for runs from dev machine and not all users have corresponding
hadoop/glcoud/etc cluster available for running all the tests.
