Looks good to but I think we also need to consider the runners logger service
settings to:
* Not unnecessarily send logs over gRPC that may end up dropped by the runner
* By default use log level of runner (so that let's say if runner logging is
set to DEBUG the harness will also use DEBUG unless user has instructed at
pipeline level otherwise).
